A feared crime syndicate known as the Qi Sha clan terrorizes cities across the Chinese empire. The syndicate, notorious for its cruelty, is controlled by seven chiefs who rule their own separate territories. The government refuses to bow to their widespread terror and appoints the Minister of Criminal Investigation, who then devises a plan to destroy the gang "from within" by infiltrating their spy, whose identity is as mysterious as the leader of the syndicate, into the Qi Sha clan. The Qi Sha chiefs are plagued by internal conflicts that lead to betrayal and cold-blooded murders, and it is only a matter of time before the mysterious mastermind must reveal his identity and the mysterious spy must confront him in a duel to the death.
