A criminal known as "Libanese" has a dream: to conquer Rome's underworld. To accomplish this incredible feat, he puts together a ruthless and well-organized gang. Their rise and change of leadership takes place over twenty-five years, from the 1970s to the 1990s, and is inextricably linked to the dark history of modern Italy: terrorism, kidnappings, and corruption at the highest levels of government. Throughout these years, police commissioner Scialoja follows the gang's trail, attempting both to bring them to justice and to win the heart of Dandi's girlfriend, Patrizia. The year is now 1981, and the Rome gang is in a state of disarray: Libanese is lying in the morgue, riddled with bullets, triggering a race to find the killers and exact revenge before the police can make any arrests. It also creates a power vacuum with Freddo and Dandi in the picture to become the new boss.
